Empowering UK Police Forces with 2D Explainer Animations for Drug Test on Arrest Training
Since 2003, Police forces across the UK have had access to Drug Test on Arrest (DToA) as part of the Drug Intervention Program. However, consistent implementation varied significantly, with less than half of forces in England and Wales reporting DToA data to the Home Office.
Recognising the need for wider adoption, the government announced substantial funding in October 2021 to encourage forces to establish or expand their DToA activities. Gwent Police was among the 36 forces that embraced this opportunity and initiated the necessary changes. A key component of their strategy was the creation of a series of animated training videos to equip their officers with a clear understanding of DToA procedures, alongside a user-friendly app to streamline the process.

I was responsible for the design and animation of four of these crucial videos, and also provided character designs and background animation for a fifth. Each 2D animated explainer video addressed a specific aspect of the DToA framework. The first provided a comprehensive overview of DToA, the second detailed the process within custody settings, the third focused on its application in cases of domestic violence and sexual offences, and the fourth addressed violent crime and weapon offences.

Each police training animation featured a diverse range of characters, representing various backgrounds both within and outside the legal system. In projects like this, I always find it beneficial to develop individual backstories for every character, regardless of their prominence in the narrative. This approach, I believe, contributes to a more nuanced and believable final 2D animation.

Consequently, the videos and accompanying materials have since been rebranded for use by Dyfed Powys Police, Cambridgeshire Constabulary, and North Yorkshire Police, demonstrating the scalability and effectiveness of animated training solutions for law enforcement.
